Domestic Partner Coverage

What's Changing for 2026?

GreenState Credit Union now offers the option for employees to enroll their domestic partner and the partner’s children in health, dental, vision, and voluntary life insurance plans.

​

Eligibility

  • The employee must be benefit-eligible and meet the criteria outlined in the Domestic Partnership Affidavit.

  • Domestic partner’s children may be covered if they meet GreenState’s definition of an eligible dependent child and a valid affidavit is on file with Human Resources.

Enrollment Process

  • Complete benefit enrollment in ADP.

  • Submit the Domestic Partnership Affidavit form 

  • Email required documentation to HRBenefits@greenstate.org

    • Provide proof of joint ownership within the last 12 months (utility bill, bank document, insurance document, mortgage document, or vehicle registration); or, Federal or state tax return within the last 2 years, listing the domestic partner.​

  • A new affidavit must be submitted during Open Enrollment each year.

Insurance Premiums

  • No additional premium contributions apply for domestic partner or their children.

  • Coverage tiers follow standard rates: employee plus spouse/domestic partner, employee plus child(ren), or family.

Tax Implications

  • Coverage for a domestic partner or their children may result in taxable income unless they qualify as IRS-defined tax dependents.

  • If not tax-qualified:

    • The employee pays federal, state, and FICA taxes on the imputed income.

    • This does not include the full premium – only the employer-paid portion attributed to the non-qualified dependent.

    • The employee may not submit claims for health or dependent care expenses of their Domestic Partner or their Domestic Partner’s child.

  • For health, dental, and vision, the employee portion of the premium will be deducted pre-tax from payroll. The remaining portion of the premium will be deducted on a post-tax basis. The full voluntary life insurance premium will be deducted on a post-tax basis.

  • Employees should consult a tax advisor to determine dependent tax status.

Imputed Income

  • Within ADP payroll, GreenState calculates the taxable value annually for each plan and coverage level.

  • Taxable income is applied per pay period based on the number of non-qualified dependents.

Qualified Life Events

  • Coverage elections remain in effect until year-end unless a qualified life event occurs.

  • Employee must initiate changes in ADP and submit documentation for:

    • Removal due to relationship or eligibility changes.

    • Re-enrollment due to regained eligibility.

Termination of Coverage

  • Notify Human Resources in writing within 30 days of relationship termination.

  • Complete the Termination of Domestic Partnership form and update benefits in ADP.

  • Coverage ends on the last day of the month of the benefit change.

  • Imputed income is removed the first of the following month.

  • Another Affidavit of Domestic Partnership cannot be filed until six (6) months have elapsed, after which the employee may enroll a new Domestic Partner in the benefits programs subject to GreenState’s eligibility and enrollment rules.

COBRA Continuation of Coverage

  • The former Domestic Partner and their child(ren) will not be eligible for COBRA and will not be notified of termination.

  • COBRA will not be offered to a Domestic Partner or their child(ren) if the employee terminates employment, or if the Domestic Partner’s child(ren) have an event that makes them ineligible for GreenState insurance coverage.
